5.1 FOREIGNERS WITH REGULAR RESIDENCE PERMIT

  1. Registration with the national health service
  2. Compulsory registration for every status

5.1.1 REGISTRATION WITH THE NATIONAL HEALTH SERVICE

Foreign citizens who reside regularly in Italy and their dependant family with regular residence permit have the right to assistance supplied by the Servizio Sanitario Nazionale (SSN), with equal treatment and equal rights and duties of Italian citizens for what concerns payment of contributions, assistance supplied by SSN and its validity. In order to obtain this assistance it is necessary to register with the SSN.

The registration can be compulsory or voluntary

Compulsory registration (like for Italian citizens) is concerned with the foreigners regularly living in Italy which are:

Voluntary registration comes after paying a fixed value for each year, and it concerns the non communitarian foreigners with a residence permit not superior to 3 months who are not included in the ones who have the right to be registered in the National Health System (SSN):

Students and people on pair can ask, however, to have a shorter registration, thus paying a smaller value (the registration is not extended to other family members if the foreigner doesn't pay the entire value for the period exceeding the 3rd month).

Necessary Documents

  1. regular residence permit (or the request for the renewal)
  2. residence certification, or a auto- certification;
  3. tax code or its auto-certification
  4. receipt of the payment (account number of the Regione Lazio n. 370007 - D.M. 8.10.96)

The registration (both the compulsory and the voluntary) must take place in the ASL (Health Local Company) of the residence area. If the foreigner has not any residence the registration may occur in the ASL of the area where the foreigner lives.

At the registration the ASL will issue a health card, an indispensable document in order to have access to services offered by the ASL and by the medical centres linked to the ASL. The registration has validity from the entrance in Italy and till the expiration of the residence permit. It extends to the family members of the foreigner.

5.1.2 COMPULSORY REGISTRATION FOR EVERY STATUS

SUBORDINATE WORKER

The access to health services is extended to the foreigner's family members.

DOMESTIC WORKER

The domestic worker's family members can accede to the health services only if the employer pays the contribution to the Cassa Unica Assegni Familiari (CUAF).

UNEMPLOYED

The unemployed family members can accede to the health services only if he/she is registered in the unemployed registers;

SELF-EMPLOYED

The self-employed family members can accede to the health services if he/she pays every year the contribution fixed by the Regione Lazio for each member of the family.

There's no obligation to the registration in the National Health System (SSN) is not compulsory for the foreigners who have a residence permit obtained for business, who are directors of companies with sites in Italy, who are workers employed by employers with sites abroad. All of these foreigners must have an insurance policy to cover themselves and their family members and so to have access to the National Health System (SSN). Otherwise they could accede to the health services with the voluntary registration.

DTEINED PEOPLE

All of the foreigners in detention, both regularly in Italy or not regularly in Italy, are granted the access to the health services through the registration in the SSN for the period of detention. The same right is granted for the foreigners in half-detention or for the foreigners under alternative forms of punishment. Who is in detention must not pay the tickets
