Foreign citizen's guide

This book is the concrete expression of the cooperation between a public administration and two associations of the district of Frosinone. Each of these actors come from different experiences, have different aims and use different professional instruments, but have been able to valorise each specific peculiarities, making differences a richness, finding out a way to cooperate that produced undoubtedly some benefits for the addressers of their action. We can say that the experience that was created around the Multi-ethnic Consultory can be considered as an example of diversities integration, respect for different cultures, civil living. The ASL of Frosinone offers services that should help reaching a certain well-being for the population of the provincia, including those people temporarely on our territory, the Anolf is a direct expression of the tutelage of the rights of the minorities, Oltre l'Occidente expresses a part of the world of the associations which is politically very active and that is naturally close to the marginal expressions of the society.

Migrations are, on a global level, one of the most impressive phenomenon in the last decades. The north of the world - and so Italy - is involved in this phenomenon in a marginal dimension if we think about the number of people migrating. The largest part of the migration movements we observe, in consequence of epidemics, famines, natural events, wars or persecutions, happens in the trajectory south-south rather than in the trajectory south-north.

So the migrations suggest the impoverishment of large parts of the world population, forced to move out of their country first of all to satisfy their primary needs.

The Italian legislation has followed a trend diffused in other rich countries, of a strict control on the frontiers towords the foreigners subordinating the access to tutelages and rights, even if fundamental, to a series of fulfilments, practices, legal terms. Even in the tragic case of the asylum right for the refugees, though the Italian Constitution states the principle of a reception with no limitation, it is often preferred to approve specific decrees in order to face humanitarian emergencies regulating the status of refugee as a status with a term.

Comparing the statistic data in Italy to the ones of other countries, using official data from the Government, ISTAT, UN and EU, should allow us to close the alarmistic tendency of the last years opening our vision to a deeper one of the phenomenon.

In October of the 2003, according to the last Caritas Dossier the foreigners in Italy are around the 4.2% of the Italian population (including all of the extra-communitarian citizens as the ones who acceded to the last sanatoria, all of the minor aged foreigners enlisted in the residence permit of their parents, and all of the north American citizens). This numbers draw a very small phenomenon if compared to the other countries data: in Austria and Belgium he percentage is over the 9%, in Germany 8.8%, in the UK the 6.69%, in France the 6.3% (Eurostat and Sopem).

In the Lazio we can register a high concentration of foreigners (7% of the population) greatly depending on the presence of Rome. The Ministry of the Interiors and the ISTAT inform us that in Frosinone and in its province live 11.469 foreigners, which is around the 2.3% of the local population, less than the national percentage and at the lowest level in the region.

These data about Italy and our province show us a phenomenon in natural increase, but very far from drawing an invasion, that must be faced with adequate reception policies rather than with public order or repressive measures. Immigration must be clearly separated from the public order policies. It must be connected to a complex political and social approach, on one hand helping our society to understand the reasons of the migrations – with a new perspective able to see the economic and social unbalance to its origin – and on the other hand imagining new forms of cooperation to improve the self-development of the poorer countries.

To do this the institutions and the social actors offering services and having contacts with the foreigners should dispose of always more adequate instruments in order to act in an effective and consistent way. For these reasons it seems to be particularly important the collaboration – not always easy – between institutions, associations operating on immigration problems on the territory, because it can offer new perspectives and a richer approach. This collaborations, within these years allowed to create a network of services and the circulation of information among the foreigners living in our territory, particularly with the creation of the multi-ethnic Consultory, the publication and the distribution of the Guida Multilingue and the creation of a web site.

Why this guide

This third edition of the “Guide to services for foreigner citizens” is the result of the confirmation of an experience developed by the collaboration between institutions, voluntary services and foreigner associations on the territory, within the work of the Extra-Communitarian and Ethnic Minorities Operative Unit of the Department 3D of the ASL of Frosinone. The first edition was published in 1999, the second one – with the addiction of the Russian edition to the originary Arabian, Albanese, French and English editions– basically was a continuation of the first one. This third edition, on the other side, even with the same organization in chapters and arguments, has incorporated the contents of the new Italian Law about immigration, the Law n189/2002 which contains “Changes of the Law n40 on the theme of immigration and political asylum”.

The province of Frosinone, within its resident population, has a growing number of immigrants and their inter-action with the institutions generates many needs and demands from both the sides: on one hand it is important to find a rapid and effective solution to all of the daily problems of the foreigners in Italy, on the other hand we have the problem of the adjournment, coordination and collaboration among the existind services to gran a “good working” of each administration.

The collaboration between institutions and associations was promoted by the Department 3D - Extra-Communitarian and Ethnic Minorities Operative Unit of the Department 3D of the ASL of Frosinone – in application of the Disposition 49 of September 8th 1997, and of the Social Assistence Plan for the years 2002-2003 of the Regione Lazio, which dispose to give health assistance for the foreigners even if not regularly present in Italy, promote the collaboration of the institutions with the associations and the coordination between different institutions. So arose the agreements protocols signed between the ASL of Frosinone - Extra-Communitarian and Ethnic Minorities Operative Unit of the Department 3D - and the Caritas in Anagni and Alatri, the ANOLF, Oltre l'Occidente and the Islamic Association Ettuba, locally engaged on the territory in the tutelage of the rights of the immigrants. Other local and institutional actors joined later and the operative network firstly created by the Department 3D later flowed into the Territorial Council for Immigration, a council created and coordinated by the Government Territorial Office (Prefettura). Another important and decisive collaboration started with the Province Administration in Frosinone, which according to the law has the competence for the social interventions on immigrations, and this collaboration brought to an agreement protocol between the ASL and The Province Administration.

Today the network of institutions and associations includes, beside the Dipartment 3D, the Mental Health Depeartment, the School Medicine Service, the territorial services for motherhood, early childhood, adolescence, the CUPs, the Hospitals and, outside the ASL competence, the Administrative Services Centre of the Regional School Office, the Questura (foreigners office), the Government Territorial Office (Prefettura), the Province Administration, the Justice Ministry Adults Social Service, the Social Services Offices of Frosinone and Alatri, the AIPES, the Consortium of the Municipalities of the Cassinate, the Province Direction for Labour, the University of Cassino, the Caritas of Anagni Alatri and Frosinone, the associations Anolf, Oltre l'Occidente and Ettuba.

The Responsible of the Operative Unit for Extra-Communitarian is organically part of the Working Group for the Health of Immigrants, which is coordinated by the Social Department for Weak Persons and for the social- sanitarian integration – Area 4/A/09 in the Health Care programs – and is part of the regional working group on immigration.

This guide intends to satisfy the strong need of information/education coming from social operators and from the world of immigration, offering, in a simple and direct form, the basic information about the immigrants rights, the services for the health care, accommodation, education, legal assistance, working integration, entrance and permanence in Italy, asylum right, family reuniting.

The ASL in Frosinone, on his side, keeps supporting the activity of the Consultorio Multietnico, which is inside the Frosinone Health Town, and is the key engine of this work, with the precious collaboration, for competence and professional know-how of the cultural mediators.

Preface

It is a great pleasure to accept the invitation of the ASL in Frosinone to introduce the Guide to Services for Foreign Citizens. The experience developed in the Province of Frosinone for what concerns the social integration of the immigrants appears like a “model-experience” which anticipated end experienced the guidelines of the regional planning document.

Within the innovations and the transformations promoted by the Lazio Region in the field of Social Services, my department – for Family and Social Services – elaborated the Social and Assistance Plan 2002-2004, which regulates and establishes the priorities and the social needs of the territories about families, social services and specifically about immigration problems. The plan provides a strategic action to offer concrete answers in order to develop immigrants subjectivity and their participation to social life. The plan also offers the guidelines to be developed on a local level with the Zone Plans programming and their activities. This Zone Plan is a very important local planning instrument and it establishes the following aims:

It is a challenge which intends to improve a network intervention in order to reach a common result by subsidiarity, integration, continuity and social completeness.
