2.2.1 WHAT IT IS
When living regularly in a Comune with a regular residence permit, it is necessary to communicate the address to the Register Office of the Comune of residence.

2.2.2 ITS USE
Residence allows foreign citizens to register with the National Health Service, to have access to ASL services, to enrol in the Center for Employment and to open a bank account.

2.2.3 HOW TO OBTAIN IT
- The foreigner must go to Register Office of the Comune in which he/she resides and communicate address. After police investigation Comune issues a residence certificate.
- All changes in address must be communicated to the Register Office and names of all those who live at the same address must be registered.
- If living in precarious conditions and in need of stable address, it is possible to use reception centres. The new law on immigration considers also a reception centre in which foreigner has accommodation for more than three months as a stable residence.
- Residence must not be confused with domicile, that is not the place in which one regularly lives and that represents a temporary residence area or site of business.
- All foreigners in the Italian territory must, within 15 days, give notice to the Police Headquarters of any variation of habitual residence.
