Legal entry to Italy is allowed only through frontier crossing points purposely established.
Foreigners already expelled from Italy cannot enter Italy, and therefore are rejected at the frontier (unless the period of prohibition - actually 10 years - has already expired and a special authorisation has been obtained), and foreigners signalled for security and public order reasons, also according to international conventions.
Admission is conditioned to those requisites and is not allowed for foreigners who are supposed to threaten public order or the State safety and the safety of countries which signed agreements with Italy to eliminate frontiers controls and allowed the free circulation of the people. Foreigners condemned for crimes for which the law establishes the compulsory arrest are not admitted.

Every year the Prime Minister, with a decree, establishes the maximum quota of foreigners allowed to enter in the territory of the State for employment - also seasonal - and for self employment, conditionally to the family reuniting requests and eventual humanitarian emergencies. All of the employment visas are issued within the limit of the aforesaid quotas. If the annual decree is not published, the Prime Minister can temporarily provide with a new decree confirming the quota of the year before.
